SHOTGUN RANGE RULES SUMMARY

 

1. Only MEMBERS & supervised guests may use the range.

 

2. MEMBERSHIP CARDS must be displayed. You must show yours to any member who so requests.

 

3. NO alcoholic beverages or illegal drugs are permitted on the club property.

 

4. Shooting hours are from 9 AM to one half hour before sunset Sunday through Saturday, except for scheduled events. Closed for Easter and Christmas.

 

5. NO full automatic firearms allowed.

 

6. ALL firearms on the range must have muzzles pointed down range at all times and must be unloaded when not being fired.

 

7. DON'T go forward of the firing line until each and every shooter ensures that his or her firearm is unloaded (clear/safe).

 

8. DON'T even touch a firearm when someone is down range!

 

9. Firearms should be cased or racked with actions open when not in use.

 

10. WEAR proper EYE and EAR protection at all times on the range.

 

11. Clay targets only! NO glass, plastic, cans or "junk" targets permitted. NO exploding targets.

 

12. CLEAN up all your trash! This includes spent cartridge cases, shot shells, ammunition boxes and any other discardable items. Use the trash cans or take it home.

 

13. Use common sense at all times; be courteous and considerate of other shooters. Don't argue with belligerent violators, but take names, auto license numbers, etc. and report any violations to a member of the Board of Directors.

 

14. These rules are for the safety and benefit of all. They will be enforced. If you don't comply with them, you can lose your range privileges.

OUTDOOR RANGE RULES

(SEPTEMBER 2010)

 

1.  ALL MEMBERS & GUESTS MUST SIGN IN AND OUT WHEN USING THE OUTDOOR RANGE.

2.  ALL GUESTS MUST SIGN A COPY OF "THE HOLD HARMLESS AGREEMENT" BEFORE USING THE RANGE.

3.  Members that are qualified to use the outdoor range may bring guests or members who have not qualified as long as the qualified member supervises the guests.  Only one can shoot at a time.  The qualified member cannot shoot while the guest is shooting, and the guest cannot shoot while the qualified member is shooting.  All guests are allowed to shoot on the range for a maximum of five times per year.  Then they are to join the club if they wish to continue shooting on the range.  Member and guest must share the same shooting station.

4.  All minors must be supervised by a qualified member over age 18, NO EXCEPTIONS.

5.  Eye and ear protection must be used at all time while the range is hot.  NO EXCEPTIONS

6.  All firearms must be unloaded and actions open when entering or exiting the range unless they are carried in a holster or cased. All firearms are to be cased and uncased on the firing line.

7.  The gate will be left open while anyone is using the range. The gate must be shut & locked when the last member departs.

8.  A cease fire must be called before anyone can go downrange.  WHEN A CEASE FIRE IS CALLED, ALL FIRING IS TO CEASE AND FIREARMS ARE TO BE MADE SAFE IMMEDIATELY.  The long range must call a cease fire for the entire range.  The short range needs only call a cease fire for the short range.  While the short range is at a cease fire the long range can keep shooting.  A cease fire can be called at regular intervals to post targets.  THE RANGE CONDITION LIGHTS WILL BE TURNED ON WHILE THE RANGE IS COLD (CEASE FIRE) AND ARE OFF WHILE THE RANGE IS HOT. IF THE LIGHT SYSTEM IS NOT OPERATIONAL (IN THE EVENT OF POWER FAILURE) THE RANGE FLAG WILL BE DISPLAYED WHEN THE RANGE IS COLD AND TAKEN DOWN WHEN THE RANGE IS HOT.

9.  Firearms will not be handled while the range is cold.  They should be placed in the racks or laid on the table WITH ACTIONS OPEN and muzzles pointed downrange.

10.  Only the permanent target stands can be used, except during events or with authorization from the outdoor range chairman.  On the short range hang all targets at eye level.  Targets must be cardboard or paper only unless authorized by the outdoor range chairman.

11.  All sponsored events must be approved by the BOD.  The match director, prior to the event, must submit a detailed course of fire to the BOD either in writing or by email for safety approval.  A match cannot be held without this approval.  Standardized matches only need to be approved once.

12.  No one will have or use tracer, incendiary, explosive, or any illegal ammunition while on the outdoor range.  NO STEEL CORE AMMUNITION IS TO BE USED ON STEEL TARGETS.

13.  No full auto firing is allowed on the range.

14.  Remove all trash and unusable targets, place all spent brass in the 5 gal buckets. If you fail to pick up your spent brass you could lose your unsupervised use of the outdoor range privilege.  RIMFIRE BRASS DOES NOT NEED TO BE PICKED UP BUT WILL BE SWEPT TO THE FRONT OR REAR OFF THE CEMENT PAD.  SHOTGUN SHELLS ARE TO BE DISPOSED OF IN THE TRASH CONTAINERS.

15.  No eating or smoking is allowed on the firing line.

16.  Members may occupy only one station at a time.

17.  No alcohol or other controlled substances are allowed on the association property.

18.  Non-members must pay a $5 .00 fee to be put in the range fee box.

19. During a special event all range officer commands must be followed even if you are not taking part in the special event. You may be told to exit the range for safety violations by a range officer supervising the event.

20.  The outdoor range may be restricted from time to time for use by people participating in a scheduled event only.  The event range officer will have discretion as to whether any part of the range is available for general use.

21.  Unsafe behavior or range rule violations can result in suspension and revocation of a member's range use and membership in the association.  Complaints will be investigated by the outdoor range chairman.  If a complaint is valid then the offending member must attend a BOD meeting for disposition of the case.  Only the outdoor range chairman, a club officer, or a member of the BOD may suspend the use of the range to a group or individual member.  Members should report all violations to the outdoor range chairman or BOD for investigation ASAP.

22.  All members wishing to use the outdoor range unsupervised must be qualified buy the outdoor range chairman.  The outdoor range is open for use from 0900 until 1/2 hour before sunset, the range is closed Christmas and Easter, or unless otherwise closed for a special event or maintenance.

INDOOR RANGE RULES
As approved by the MWSA Board of Directors

 

1. Definitions:

 

1.1.  Indoor Range Committee Chairperson (IRCC): Appointed by the President and manages the Indoor Range and Committee.

1.2.  Indoor Range Committee Co-Chairperson: Recommended by the IRCC and confirmed by the President their duties will be to assist the IRC Chairperson in the administration of the Indoor Range.

1.3.  Key Holder:  A MWSA member in good standing who has passed the Indoor Range Certification Program.

1.4.  Indoor Range Safety Officer:  (IRSO)  See Section 6.

1.5.  Chief Indoor Range Safety Officer:  (CIRSO) The IRSO in charge of a particular event, shoot or line.

2. Use of the range:

 

2.1.  Key Holding Members may not bring any guest, member or non member to the Indoor Range unless a range officer is present.

 

2.2.  Members must possess their membership cards at all times while using the Indoor Range.  Any member may ask to see a user's membership card which must be produced upon request.

2.3.  No alcohol or illegal drugs are permitted on the Association property at any time, under any circumstances.

a.  Persons using or under the influence of alcohol, illegal drugs, over the counter medication, or prescription drugs which may adversely affect the safe handling/shooting of a firearm are prohibited from using the Indoor Range while under their influence.

b.  IRSOs, at their discretion, can ask anyone whom in their opinion is unsafe to handle a firearm, to leave the range.

2.4.  The Indoor Range is for use by Key Holders on a first come, first serve basis whenever there is no activity scheduled.  Shooters must use the relay system when there are more shooters than firing points.  Shooters must come to an agreement when it comes to the establishment of the shooting distance.  If no agreement can be reached the party arriving first will yield the range no more than 1 hour after the arrival of the second group.

2.5  The MWSA Board of Directors shall designate times for the various disciplines using the range to have exclusive use of the range.  During these times, no other use will be permitted.

a.  An Event Schedule Form must be submitted to the Board of Directors at or before the BODs or Members Meeting in the month prior to the month the event is to be scheduled.

b.  The application must be approved by the BOD before publishing the event.

c.  It is the responsibility of the event organizer to have an approved IRSO present during the event.

2.6.  These rules are subject to change at any time with the approval of the Board of Directors.  Any changes will be posted.

2.7.  Key Holders are responsible for the cost of any damage they or their guests cause.

2.8.  The Indoor Range is closed during all Association Meetings, Christmas and Easter.

2.9.  The Indoor Range is closed during any meeting or class at the request of the Chief Instructor or person conducting the class or meeting.

2.10.  Shooters are required to follow ALL Indoor Range Rules and instructions for operation and use.

3.  Firearms and Ammunition

3.1.  No firearm prohibited by law, automatic weapons, black powder/percussion firearms of any kind, or any unsafe firearm shall be present at the range nor shall any firearm be operated in an illegal or unsafe manner.  Individuals who by law cannot possess a firearm shall not use a firearm while on association property.

3.2.  No incendiary, exploding, tracer, armor piercing ammunition shall be fired in the Indoor Range.

3.3.  Ammunition specifically prohibited from the Indoor Range

Rifle rounds chambered in handguns

Shotgun Slugs

Air gun Darts

Full Magnum Handgun loads

Bare lead bullets (except .22 rimfire)

Steel core or steel jacketed ammunition

Shotgun shells (handguns included)

Any centerfire ammunition with a muzzle velocity that exceeds 1200 fps

3.4.  The following are the only firearms permitted on the Indoor Range:

.17 - .22 caliber rim fire rifles

.17 - .22 caliber rim fire handguns

Centerfire handguns

Air rifles and pistols

Shotguns used for law enforcement training only

3.5.  Only the following ammunition is permitted in center fire handguns:

Lead bullets with copper wash

Lead bullets with copper plating

Lead bullets with polymer coatings

Frangible ammunition

Jacketed soft points, hollow points, or full metal jackets

3.6.  Only the following ammunition is permitted in Air Rifles and Pistols:

lead pellets

BB' s

lead shot

 

3.7.  Contact the IRCC if you have any doubt about the ammunition to be used.  Damage to the steel backstop can cause the shutdown of the Indoor Range and costly repairs.  Please use your good judgment before using any questionable ammunition in the Indoor Range.

4.  Shooting Rules

4.1.  A "Safety Line/Firing Line" will be established by those using the Indoor Range.  The "Safety Line/Firing Line" will be defined by the use of:

The moveable shooting positions

Tables

Shooting Mats

Barricades or any place or object designated by a Chief IRSO

4.2.  NO LOADED FIREARM shall be handled anywhere inside the Indoor Range except at the "Safety Line" or "Firing Line" and then only when no one is down range.

4.3.  NO UNLOADED FIREARM shall be handled when anyone is down range except in designated safety areas established by the Chief IRSO who is in charge of the range.

4.4.  IRSOs have absolute control over the shooting activities while the range is in use.  Shooters must obey any and all commands issued by an IRSO.  Failure to do so will be cause for suspension or revocation of range privileges.

 

4.5.  When a "Cease Fire" is called:

Stop shooting immediately, remove your finger from the trigger, hold in place and await further instructions.

4.6.  Eye and Ear protection are mandatory while inside the Indoor Range while shooting is in progress.

4.7.  Loud talking or other distractions are discouraged while people are shooting. Spectators will be in a designated area during a scheduled event.

 

4.8.  Firearms not in use must be unloaded and cased or unloaded with the action open at the Safety Line/Firing Line, holstered or other location as designated by the Chief IRSO.

 

4.9.  No one shall go forward of the firing line while any firearm is being handled, loaded nor until every shooter has confirmed that their firearm is empty ("clear") or in the case of a "hot line" holstered.

 

4.10.  Before beginning a shooting session each shooter is required to:

Lock the exterior door

Close the Indoor Range doors (locking optional)

Fill out the log book.

Turn on only what lighting is necessary.

After signing in, non-Key Holders shall deposit the appropriate fee into the range box.

Inspect the entire range for damage, heat left on, vents left open, and anything else out of place.

Any new, previously undocumented damage should be reported in the log book.

Open the vents.

Start the fan.

Establish a Safety/Firing Line.

4.11.  Firearms shall be discharged only at or in front of the designated Firing Line/Safety Line as dictated by shooting conditions. Firearms will be discharged so that the bullets impact the steel backstop and then into the water traps after passing through the target.

 

4.12.  Targets may be of paper, cardboard, wood or plastic.  Wood or plastic targets must be of such design that a bullet will pass through or stop within the target.  No target may be used that may cause a ricochet or cause the bullet to impact anywhere other than the steel backstop. Metallic, exploding or any other target which may cause a hazard to the shooter, spectators or damage to the Indoor Range shall not be used.

 

If there is any question of the appropriateness of any target please call the IRCC before use.

 

4.13.  Targets posted on the target frames shall be placed away from any support wood.  Targets should be placed as nearly as possible to equal the height of the firearm being fired.  Do not place the target so low or so high that bullets cut through the wood support cross member.

 

Tacks are supplied to fasten targets to the backing.  After use please place the tacks back in their containers to prevent loss. 

 

When using staples, please remove the staples and any target material left on the backer.

 

When using a freestanding target frame or holder remove the target frame from behind the freestanding frames to prevent inadvertent damage to the target frame support wood.

 

Shooters shall whenever possible utilize positions 3-8 to lessen the possibility of damage to the narrow backers of positions 2 and 9 and to lessen the possibility of damaging the walls when using positions 1 and 10.

 

4.14.  Due to health and safety considerations eating, drinking, gum chewing and tobacco products are not allowed while in the Indoor Range.

 

4.15.  Upon completion of a shooting session, shooters are required to:

Pick up all empty brass, used targets, and other debris.

Recheck the range for any damage, mark any found and note such damage in the log book.

Reset the heat to its original state.

Turn off the fans and close the vents and check them.

Turn off all lights.

Sign out in the log book.

Wash thoroughly before leaving.

Turn off the water pump.

Lock the Indoor Range and exterior doors.

4.16.  Failure to Sign-in, Sign-out and inspect the range may lead to the suspension of range privileges.

5.  Range Safety

5.1.  All members are requested to help all novice shooters, to explain use of the firearms, range rules, and to give all advice and instructions possible.

5.2.  The following range safety rules are to be followed at all times:

a.  Keep the gun muzzle pointed in a safe direction.

b.  Keep your finger off the trigger until you are ready to shoot.

c.  Keep your firearm unloaded until ready for use.

d.  Be sure the firearm is safe to operate.

e.  Know how to safely use your firearms.

f.  Be sure your firearm and ammunition are compatible and safe to shoot.

5.3.  Anyone firing a shot which strikes above, below or to either side of the impact area (denoted by yellow lines) must enter that information in the range log.  Repeated occurrences will result in revocation of range privileges.

Any IRSO who observe individuals firing rounds which strike outside of the impact area will immediately instruct that person to cease firing and take whatever appropriate action as necessary.  (In the case of Instructors observing such behavior in students, the student will not be permitted to continue firing unless they are being personally supervised by an instructor for every subsequent shot.  A ceiling hit however ends further shooting for that student.)  Failure to enforce this rule shall be reason to suspend certification as an IRSO by the association.

Any Key Holder or IRSO who fires a shot that hits either the area above the steel backstop panels or the ceiling (this includes the high intensity light deflectors) shall immediately cease fire and terminate firing for the day.  The damage shall be marked, noted in the log and shall be immediately reported to the IR Committee Chairperson.  Said Key Holder or IRSO shall not again utilize the IR until cleared to do so by the IR Committee Chairperson.

Any IRSO running a line, match or other course of fire in the capacity as a Chief IRSO who observes or receives a report of a shooter firing a shot which strikes the ceiling or above the steel backstop shall immediately end further shooting by said shooter.  The damage shall be marked, reported in the log book and the IR Committee Chairperson or Co-Chairperson immediately notified.  The shooter shall be notified that their use of the IR is suspended pending an investigation and decision of the IRCC and/or BOD.

6.  Indoor Range Safety Officers and Instructors

6.1.  The IRCC will appoint IRSOs who will be responsible for the safe operation and conduct of all events and practices that take place in the indoor range.

6.2.  The following are the requirements to be an IRSO:

a.  Key holder in good standing with Major Waldron Sportsman's Association;

b.  Certified NRA/4H Instructor in Basic Pistol, Basic Rifle, PPITH or PPOTH and/or completed the Club’s Range Officer Program;

c.  Pass the testing requirements.

d.  Final approval of the IR Committee Chairperson.

6.3.  The duties of a IRSO may include, but are not limited to:

a.  Operation of the range during scheduled events and practices.

b.  Clarification of any range rule or dispute.

c.  Enforcement of all range rules.

d.  Cannot shoot while on duty while others are shooting unless another IRSO is present who is not shooting.

e.  Sign off for Members qualifying for their Indoor Range Key.

f.  May appoint an Assistant Range Safety Officer to help with the line during a specific event

6.4.  Any IRSO on duty shall make their presence known to all participants of any event.

6.5.  Active IRSO or NRA/4H Instructor:

Any IRSO who participates twice in one year by running an active range on the Indoor Range as a Chief IRSO may have up to two guests at an unsupervised shoot.

Any Key holder who is also an NRA/4H Instructor in Basic Pistol, Basic Rifle, PPITH or PPOTH, may also have up to five students at an unscheduled class.  The IRSO/NRA/4H Instructor may not shoot during the class unless it is for instructional purposes.

7.  Violation of Range Rule(s)

7.1.  Any Key Holder, MWSA Member or guest violating these rules or conducting him/herself in an unsafe or un-sportsman-like manner may be removed from the range or have their privilege of using the indoor range suspended or revoked. Un-sportsman-like manner includes, but is not limited to, abusive language or unsafe gun handling.

7.2.  Any IRSO or MWSA BOD Member may temporarily suspend the access privileges of any Key Holder found in violation of the rules.  A report of the incident and temporary suspension will be made to the Indoor Range Committee Chairman or a member of the Board of Directors as soon as possible.  Any Key Holder or IRSO found in violation by an IRSO or BOD Member shall immediately upon demand and without argument identify themselves and surrender their Indoor Range Key.

7.3  Actions of the BOD in the case of Violations. The IRCC or any BOD Member may request a hearing before the Board on any Rules or Safety Violation which occurs on the IR.  Should the majority of the BOD present find a Reasonable Belief that the violation occurred they may impose such sanctions as allowed by the MWSA Bylaws.


 

8.  Qualification procedures

8.1.  Any member of the Association 18 years of age or older may be qualified to use the indoor range when a IRSO is not present.

8.2.  A yearly Indoor Range fee set by the BOD will be collected from those wishing to obtain access privileges.

8.3.  Adult Family Members of Key Holders may become qualified for individual access and may shoot without paying the annual Indoor Range key fee, but must put the members fee in the box.  If said qualifying Family Member should want their own key then they shall be assessed the standard fee as set by the Board of Directors.

8.4.  Members in Good Standing.  Should a Key Holder choose not to renew their key for any reason for one or more years, upon request to obtain another key they shall only have to pass the current IR written test, Orientation and Walkthrough and Shooting test.

Should a Member in Good Standing resign from the Club for one or more years he will not have to wait a year upon renewal of their membership to apply for an IR Key. If the member was a Key Holder upon leaving the Club he shall only have to pass the current IR written test, Orientation and Walkthrough and the Shooting Test.  If the member was not a Key Holder at the time of leaving he shall not have to wait the year to apply but must complete the entire IR Key application process.

8.5  BOD Members who wish to utilize their "pass key" to shoot on the Indoor Range shall qualify along the same guidelines as Members, shall fill out the appropriate paperwork and pay the Indoor Range Key fee at the time of issuance.

8.6.  Qualification workshops will be held at intervals as dictated by the number of applications for those members who have been in good standing with the Association for a minimum of one year.  If less than twelve (12) applications have been received and have been waiting more than three months, then a workshop will be scheduled to accommodate the applicants.  If the member meets the requirements for the discipline of their choice, the IRCC, upon approval of the range officers, will issue a key for the indoor range.

8.7.  The qualification procedure and requirements may be different for each shooting discipline.  The qualification procedure for each discipline will be approved by the Board of Directors of the Association.

8.8.  The qualification procedures will include, but are not limited to:

a.  A RULES ORIENTATION.  To be qualified, each member will be given a copy of these rules and they will be explained in detail.  A written examination will be given to insure that the rules are fully understood.  A minimum score of eighty (80) percent is needed to pass the test.  The test may be given orally if requested and the IR Committee Chairperson (or designee) is given prior notification.

b.  ATTENDANCE AT A MINIMUM OF SIX SHOOTING SESSIONS before at least two different IRSOs.  The member will have to demonstrate that he/she is capable of handling and shooting a firearm in a safe manner as well as accuracy adequate to keep all rounds on the target backers of the IR.

c.  SIGNING A STATEMENT OF ACCEPTANCE AND RESPONSIBILITY.  The member will be required to sign a statement that in effect says that he/she understands the rules and is aware of the consequences of failure to follow the rules.  The statement must be endorsed by the IR Committee Chairperson (or designee).

d.  The member will complete the Indoor Range Key Application.  (Last page of rules)

e.  A DEMONSTRATION OF PROFICIENCY.

1.  Pistol shooters must fire an iron sighted center fire handgun with appropriate ammunition. 5 shots at 15 yards and 5 shots at 25 yards will be fired at an NRA "Tombstone" B-1 Action Pistol target or full size silhouette target (B21/B27 size).  All shots must hit the paper to qualify.  Shooters may use one or two hands but must fire from the unsupported off hand position.  Shooters with Physical handicaps who will not be firing iron sighted center fire handguns in the Indoor Range may use other firearms at the discretion of the IRCC or Board of Directors.

2.  .22 Rifle Shooters who plan to shoot ONLY .22 rim fire rifles will qualify by firing 10 shots at a 50 foot Small Bore Rifle Target at 50 feet from the off-hand position.  Shooters, because of age or physical handicap, may request shooting from another position.  All shots must hit the target paper to qualify.

3.  Anyone failing to qualify must wait at least 1 week before attempting to qualify again.
