MAJOR WALDRON SPORTSMAN'S ASSOCIATION

SHOTGUN RANGE RULES SUMMARY

 

1. Only MEMBERS & supervised guests may use the range.

 

2. MEMBERSHIP CARDS must be displayed. You must show yours to any member who so requests.

 

3. NO alcoholic beverages or illegal drugs are permitted on the club property.

 

4. Shooting hours are from 9 AM to one half hour before sunset Sunday through Saturday, except for scheduled events. Closed for Easter and Christmas.

 

5. NO full automatic firearms allowed.

 

6. ALL firearms on the range must have muzzles pointed down range at all times and must be unloaded when not being fired.

 

7. DON'T go forward of the firing line until each and every shooter ensures that his or her firearm is unloaded (clear/safe).

 

8. DON'T even touch a firearm when someone is down range!

 

9. Firearms should be cased or racked with actions open when not in use.

 

10. WEAR proper EYE and EAR protection at all times on the range.

 

11. Clay targets only! NO glass, plastic, cans or "junk" targets permitted. NO exploding targets.

 

12. CLEAN up all your trash! This includes spent cartridge cases, shot shells, ammunition boxes and any other discardable items. Use the trash cans or take it home.

 

13. Use common sense at all times; be courteous and considerate of other shooters. Don't argue with belligerent violators, but take names, auto license numbers, etc. and report any violations to a member of the Board of Directors.

 

14. These rules are for the safety and benefit of all. They will be enforced. If you don't comply with them, you can lose your range privileges.

OUTDOOR RANGE RULES

 

1. All members/guests will be required to sign in before using the range.

 

2. All guests will be required to sign a hold harmless agreement before using the range.

 

3. Members may bring a guest or another member who has not qualified with the following conditions:

a. You will be responsible for that person's actions.

b. You must inform them of MWSA rules.

c. While they are shooting you may not shoot you must watch your guest.

 

4. The gate must be left open while you are on the range.

 

5. The gate must be locked shut if you are the last person to leave.

 

6. Members must qualify to use the range if they wish to shoot on their own. If you see anyone not following safety/range rules you must inform the outdoor range chairman by phone or (Deposited into the lock box) The note should include the person's name and a description of what happened and your name.

 

7. AII range officer commands will be followed! Cease fire may be called at any time by anyone without warning in a safety or emergency situation. During a cease fire the cease fire flag must displayed.

 

8. Eye and ear protection must be worn at all times.

 

9. Membership Badge must be visible at all times and presented on request.

 

10. All firearms will be holstered, cased, or actions open made safe, while entering or leaving range.

 

11. No one can go down range while any part of the range is hot. (while people are still shooting)

 

12. When people are down range, firearms will NOT be handled! They are to be laid on the shooting tables unloaded, actions open, on gun racks or cased on back tables.

 

13. Three basic firearm rules will be followed:

a. Point firearms in a safe direction at all times.

b. Keep your finger off the trigger till ready to shoot.

c. Keep your firearm unloaded till ready to shoot.

 

14. Bullets must impact the berm to prevent ricochets.

a. Short range: Targets set at 10, 25 and 50 and 50 ft

b. Long range: Targets set at 100, 200 and 300 yards.

c. Adjust all targets so bullets will impact the berm.

 

15. Only the permanent target stands are to be used. Do not remove target stands! No other stands are to be used! Only shoot at the target directly ahead of your table!

 

16. Targets must be cardboard or paper only, except for special events.

 

17. Targets are to be removed when you are finished shooting.

 

18. Address all safety concerns immediately.

 

19. Range use fee (deposit in lock box) Member fee: $1, Nonmember fee:$3.

 

20. Minors must be accompanied and supervised by an adult.

 

21. Uncontrolled or unsafe behavior will result in revocation of shooting privileges.

 

22. You may be told to leave the Outdoor Range by a Range Officer for repeated unsafe or dangerous practices. You must attend a Board meeting to regain your outdoor privileges.

 

23. No full or automatic fire is allowed.

 

24. No tracer, incendiary, armor piercing, explosive or illegal ammunition allowed.

 

25. No alcohol or illegal drugs allowed on club property.

 

26. No eating, drinking or smoking on the firing line.

 

27. Pickup spent brass and carry out all trash.

 

28. Shooting is only allowed from 9 AM till 1/2 hour before sunset.

 

29. The Outdoor Range is closed Christmas and Easter Day.

INDOOR RANGE RULES

 

1. Definitions:

 

a. Range Officer: See Section 6.

 

b. Qualified Member: A member who has passed the Indoor Range Certification Program.

 

c. Chief Range Officer: In charge indoor range officer.

 

2. Use of the range:

 

2.1 The following are the ONLY persons permitted to use the Indoor Range outside of a scheduled event.

 

a. Any qualified member of the Association 18 years of age or older may shoot with a qualified key holder 21 years of age or older.

 

1. Key Holding Members may not bring any guest, member or non member to the Indoor Range unless a range officer is present.

 

2. Key Holding Members may not bring any other Family Member to the Indoor Range unless that Family Member has passed the Indoor Range Safety, Orientation and Shooting Test. Family Members under the age of 18 must be directly supervised by the key holder or a qualified family member while shooting.

 

b. Any Junior Member who has passed the Indoor Range Safety, Orientation and Shooting Test may utilize the range with any non shooting Key Holding Member who is over the age of 20.

 

c. Students engaged in firearms training while supervised by an Association Instructor.

 

d. Members of any special contractual group that has an agreement with the Association while under the control of a range officer.

 

e. Any member or guest who is supervised by a range officer.

 

2.2. Members must display their membership cards at all times while using the range. Any member may ask to see a user’s membership card which must be produced upon request.

 

2.3. No alcohol or illegal drugs are permitted on the Association property at any time, under any circumstances.

 

a. Persons using alcohol, drugs or prescription drugs which may adversely effect the shooter are prohibited from using the outdoor Range while under their influence.

 

b. Range Officers, at their discretion, can ask anyone, whom in their opinion, is unsafe to handle a firearm to leave the range.

 

2.4. The Indoor Range is for use by qualified members on a first come, first serve basis whenever there is no activity scheduled. Shooters must use the relay system when there are more shooters than firing points. Shooters must come to an agreement when it comes to the establishment of the shooting distance.

 

2.5 The Indoor Range Committee, or its Chairperson, shall designate time for the various disciplines using the range to have exclusive use of the range. During these times, no other use will be permitted.

 

a. A range Event Schedule Form must be submitted to the indoor range committee chairman at least one month prior to the event.

 

b. A copy of the event program should be submitted with the form.

 

c. The application must be approved before publishing the event.

 

d. It is the responsibility of the event organizer to have a range officer present during the event.

 

2.6. These rules are subject to change at any time with the approval of the Board of Directors. Any changes will be posted.

 

2.7. Members are responsible for the cost of any damage they or their guests cause.

 

2.8. The Indoor Range is closed during all meetings.

 

2.9. The Indoor Range is closed during any meeting or class at the request of the Chief Instructor.

 

2.10. Shooters are required to follow the instructions posted for the heat and air cleansing controls.

 

3. Firearms and Ammunition

 

3.1. No firearm forbidden by law shall be present at the range, nor shall any firearm be operated in an illegal or unsafe manner. Individuals who by law can not process a firearm shall not use a firearm while on association property.

 

3.2. No incendiary, exploding, tracer, armor piercing ammunition, or ammunition with a velocity over 1200 FPS shall be fired in the Indoor Range.

 

3.3. The following are the only firearms permitted on the Indoor Range:

a. .22 caliber rim fire rifles

b. .22 caliber rim fire handguns

c. center fire handguns

d. Air rifles and pistols

e. Shotguns used by law enforcement and security training only.

 

3.4. Only the following ammunition is permitted in .22 rim fire rifles and pistols

a. CB

b. Longs

c. Magnum (pistol only)

d. BB

e. Long Rifle

f.  No Shot shells!!

g. Shorts Stingers

 

3.5. Only the following ammunition is permitted in center fire handguns:

a. Lead bullets with copper wash

b. Lead bullets with copper plating

c. Jacketed soft points, hollow points, or full metal jackets

 

3.6 Only the following ammunition is permitted in Air Rifles and Pistols:

a. lead pellets

b. BB's

c. lead shot

 

3.7. Ammunition specifically prohibited from the Indoor Range

a. All ammunition with a velocity over 1200 FPS

b. Rifle Rounds chambered for handgun use

c. Shotgun Slugs

d. Air gun Darts

e. Full Magnum Handgun loads

f.  Silhouette pistol ammunition

g. Steel core or jacketed ammunition

h. Darts or steel core air rifle sabots

 

3.8. Contact the Indoor Range Committee Chairperson if you have any doubt about the ammunition to be used. Damage to the steel backstop can cause the shut down of the Indoor Range and costly repairs. Please use your good judgment before using any questionable ammunition in the Indoor Range.

 

4. Shooting Rules

 

4.1. NO firearms shall be handled while anyone is down range.

 

4.2. NO firearms shall be handled anywhere inside the Indoor Range except at the “Safety Line or Firing Line"

 

4.3. A "Safety Line" will be established by those using the Indoor Range. The "Safely Line" will be established by the use of:

a. The moveable shooting positions

b. Tables

c. Shooting Mats

d. Barricades or any place or object designated by a range officer

 

4.4. Range officers have absolute control over the shooting activities while the range is in use. Shooters must obey any and all commands issued by a range officer. Failure to do so will be cause for suspension or revocation of range privileges.

 

4.5. When a "Cease Fire" is called:

a. Stop shooting immediately

b. Clear firearm of ammunition. Remove magazine if one exists.

c. Leave the action open with the muzzle pointed down range.

d. Step back from the firing line.

 

4.6. Eye and Ear protection are mandatory while inside the Indoor Range while shooting is in progress.

 

4.7. Loud talking or other distractions are discouraged while people are shooting. Spectators will be in a designated area during a scheduled event.

 

4.8. Firearms not in use must be unloaded and cased or unloaded with the action open at the Safely Line.

 

4.9. No one shall go forward of the firing line while any firearm is being handled or loaded, nor until every other shooter has confirmed that his or her firearm is empty ("clear").

 

4.1.0. Before beginning a shooting session each shooter is required to:

a. Sign in the log book

b. Non key holders shall deposit the appropriate fee into the range box.

c. Inspect firing point to be used for damage, i.e. bullet holes in ceiling, damaged target frames, etc.

d. Any damage should be reported on a range damage sheet and deposited in the mail slot provided for range status reports.

e. Open the vents.

f. Start the fan.

 

4.11. Firearms shall be discharged only at or in front of the designated Safety Line as dictated by shooting conditions. Firearms will be discharged so that the bullets impact the steel backstop and then into the water traps after passing through the target.

 

4.12. Targets may be of paper, cardboard, wood or plastic. Wood or plastic targets must be of such design that a bullet will pass through or stop within the target. No target may be used that may cause a ricochet or cause the bullet to impact anywhere other than the steel backstop. Metallic, exploding or any other target which may cause a hazard to the shooter, spectators or damage to the Indoor Range shall not be used. If there is any question of the appropriateness of any target please call the Indoor Range Committee Chairperson before use.

 

4.13. Targets posted on the target frames shall be placed away from any support wood. Targets should be placed as nearly as possible to equal the height of the firearm being shot. Do not place the target so low or so high that bullets cut through the wood support cross member. Tacks are supplied to fasten targets to the backing. After use please place the tacks back in their containers to prevent loss. When using staples, please remove the staples and any target material left on the backer. When using a freestanding target frame or holder remove the target frame from behind the freestanding frames to prevent inadvertent damage to the target frame support wood.

 

4.14. Due to health and safety considerations eating. drinking, smoking and chewing gum are not allowed.

 

4.15. Upon completion of a shooting session, the shooters are required to:

a. Pick up all empty brass, used paper targets, and other debris.

b. Reset the heating and air cleansing controls to their original state as indicated on the instruction sheet.

c. Turn off the fans. Close the vents and check them.

d. Turn off all lights.

e. Sign out in the Log book.

f.  Wash thoroughly before leaving.

g. Turn off the water pump.

h. Lock the indoor range and outside doors.

 

4.16. Failure to sign in and sign out may lead to the suspension of range privileges.

 

5. Range Safety

 

5.1. All members are requested to help all novice shooters, to explain use of the firearms, range rules, and to give all advice and instructions possible.

 

5.2. The following range safety rules are to be followed at all times:

a. Keep the gun muzzle pointed in a safe direction down range.

b. Keep your finger off .the trigger until you ate ready to shoot.

c. Be sure the firearm is safe to operate.

d. Know how to safely use your firearms.

e. Be sure your firearm and ammunition are compatible

 

6. Range Officers and Instructors

 

6.1. The indoor range committee will appoint range officers who will be responsible for the safe operation and conduct of all events and practices that take place in the indoor range.

 

6.2. The following are the requirements to be a range officer:

a. Member in good standing with Major Waldron Sportsman's Association

b. Certified NRA Instructor in an appropriate discipline and/or completed the Clubs Range Officer Program.

c. Observe a hot line a minimum of two times a year at either an organized shoot or scheduled event.

d. Passed testing requirement.

 

6.3. The duties of a range officer may include, but are not limited to:

a. Operation of the range during scheduled events and practices.

b. Clarification of any range rule or dispute.

c. Enforcement of all range rules.

d. Cannot shoot while on duty unless another range officer is present.

e. Qualification of members for range access in rifle and/or pistol.

 

6.4. Any range officer on duty will be readily identifiable.

 

6.5- A range officer may have up to two guests at an unsupervised shoot. The range officer cannot shoot while the guests shoot.

 

6.6. Any range officer who is also a qualified NRA Instructor may have up to 5 pupils at an unscheduled exercise. The Instructor may not shoot except for demonstration purposes.

 

7. Violations of Range Rules

 

7.1. Any member violating these rules or conducting him/herself in an unsafe or unsportsman-like manner may be removed from the range or have his/her privilege of using the indoor range suspended or revoked. Un-sportsman-like manner includes, but is not limited to, abusive or profane language.

 

7.2. Any range officer has the right to suspend or revoke the qualification of any member found in violation of the rules. A report of the incident and revocation will be made to the indoor range committee and to the Board of Directors as soon as possible.

 

8. Qualification procedures

 

8.1. Any member of the Association 21 years of age or older may be qualified to use the indoor range when a range officer is not present.

 

8.2. A yearly Indoor Range fee will be collected from those wishing to obtain access privileges.

 

8.3. Family members of key holders may become qualified for access and may shoot without paying the annual indoor range key fee but must put the member’s fee in the box.

 

8.4. Qualification workshops will be held at intervals as dictated by the number of applications for those members who have been in good standing with the Association for a minimum of one year: If less than twelve (11) applications have been received and have been waiting more than three months, then a workshop will be scheduled to accommodate the applicants. If the member meets the requirements for the discipline of his or her choice. the indoor range committee chairperson upon approval of the range officers, will issue a key for the indoor range.

 

8.5. The qualification procedure and requirements may be different for each shooting discipline. The qualification procedure for each discipline will be approved by the Board of Directors of the Association.

 

8.6. The qualification procedures will include, but are not limited to:

 

a. A RULES ORIENTATION. To be qualified, each member will be given a copy of these rules and they will be explained in detail. A written examination will be given to insure that the rules are fully understood. A minimum score of eighty (80) percent is needed to pass the test. The test may be given orally if requested and the range officer is given prior notification.

 

b. ATTENDANCE AT A MINIMUM OF SIX SHOOTING SESSIONS. The member will have to demonstrate that he/she is capable of both handling and shooting a firearm in a safe manner.

 

c. SIGNING A STATEMENT OF ACCEPTANCE AND RESPONSIBILITY. The member will be required to sign a statement, which will remain on file in the club house, that in effect says that he/she understands the rules and is aware of the consequences of failure to follow the rules. The statement must be endorsed by at least one member of the indoor range committee and one other range officer or qualified shooter in the appropriate discipline.

 

d. The member will complete the Indoor Range Key Application. (Last page of rules )

 

e. A DEMONSTRATION OF PROFICIENCY.

 

1. Pistol shooters must fire an iron sighted center fire handgun with appropriate ammunition. 5 shots at 15 yards and 5 shots at 25 yards will be fired at an NRA "Tombstone" 8-1 Action Pistol target. All shots must hit the paper to qualify. Shooters may use one or two hands but must fire from the unsupported off hand position. Shooters with Physical handicaps who will not be firing iron sighted center fire handguns in the Indoor Range may use other firearms at the discretion of the Indoor Range Committee Chairman, Indoor Range Committee or Board of Directors.

 

2. .22 Rifle Shooters who plan to shoot ONLY .22 rim fire rifles will qualify by firing 10 shots at a 50 foot Small Bore Rifle Target at 50 feet from the off-hand position. Shooters, because of age or physical handicap, may request shooting from another position. All shots must hit the target paper to qualify .

 

3. Anyone failing to qualify must wait at least 1 week before attempting to qualify again.
